Instagram’s new tag shows for new users who have recently joined the platform. This category is only applicable to users who has just created their instagram profile.

Basically, when you recently made your Instagram profile. The “New to Instagram” badge will then be displayed to other users underneath your Profile Name.

It’s only to let people know you’re new on Instagram, so your friends and colleagues are aware.

If you have fewer than 5 Instagram posts, it will say “New to Instagram.” In rare situations, if your Instagram account has been active for less than 30 days, it will be labelled as New. There is a potential that you will be able to remove the tag if you post twice a week for 30 days.
